About Us

The Northwest Wisconsin Workforce Investment Board is a regional body charged with oversight of the eight Wisconsin Job Centers and the employment and training programs that comprise the workforce development system in 10 counties of Northwest Wiconsin: Ashland, Bayfield, Burnett, Douglas, Price, Iron, Rusk, Sawyer, Taylor and Washburn. The regional board, comprised of business leaders and workforce development professionals, is committed to creating a competitive workforce that meets the changing needs of the citizens and businesses of our area.

The NWWIB uses a "one-stop shopping" approach to addressing workforce development issues. The board cuts across the disciplines of economic development, education and employment and training programs. The regional board understands that coordination of the disciplines is absolutely necessary to create a systemic delivery of services. Committees are in place to ensure that all critical elements of workforce development have a strong regional voice. See the committee structure here.

Summary of Overall Experience: Tom received his B.S. Degree from Mount Senario College, his Graduate Certificate in Rehabilitation Administration from San Diego State University, San Diego, California, and his Masters of Science in Rehabilitation Counseling from San Diego State, University, San Diego, California. Tom has worked as a Vocational Rehabilitation Counselor, Lac Courte Oreilles Vocational Rehabilitation Program and for several years as a Vocational Rehabilitation Director, Lac Courte Oreilles Vocational Rehabilitation Program in Wisconsin.

Current Responsibilities: Provide WDA leadership, supervision, training, coaching, mentoring to positively affect increased employment outcomes. Monitor and foster continuous improvement of WDA performance in the provision of vocational rehabilitation services. Background, including how you became involved with your organization/project and the WIB Board: My background has included numerous years in the employment and training field and more recently in the vocational rehabilitation field. I became involved with the Division of Vocational Rehabilitation as Director of the Lac Courte Oreilles Tribes Vocational Rehabilitation Program. Recently I accepted a position with the Division which as given me the honor of representing the Division of the WIB. I look forward to forming relationships with all partners and building capacity in the Northwest Region.

Hembd, Jerry

Organization/Business: Director, Northern Center for Community and Economic Development (NCCED) University of Wisconsin-Superior/Extension Community and Economic Development Specialist University of Wisconsin-Extension Associate Professor, Department of Business and Economics University of Wisconsin-Superior

Summary of Overall Experience:Jerry earned a B.S. in Urban Planning from Iowa State University (1972), an M.S. in Agricultural Economics from the University of Kentucky (1977), and an M.A. (1981) and Ph.D. (1984) in Applied Economics from Stanford University.

Current Responsibilities: Jerry assumed his position on July 1, 2004. This is a position he held earlier in his career, from 1984 to 1991. Although Jerry has statewide responsibilities, he focuses much of his effort on projects in the northern part of the state. The NCCED engages in applied research and education in northern Wisconsin in support of statewide UW-Extension initiatives in four areas: economic development, natural resources, leadership and organizational development, and local government. Jerry was recently appointed to the Northwest Wisconsin Workforce Investment Board and the Wisconsin Arts Board.

Background, including how you became involved with your organization/project and how you became involved with the NWWIB:When Jerry left the UW System in 1991 he became the Program Leader of Extension to Communities at Iowa State University, a position he held for three years. The next ten years, before returning to northern Wisconsin, found him in a variety of positions: teaching at the National Economics University in Hanoi, Vietnam, during two separate semesters; six months as a temporary director of an NGO called the Humanity Foundation based on Martha’s Vineyard; two years as a traveling faculty member with the International Honors Program year-long Global Ecology class, with spent time in the U.S., the U.K., Tanzania, India, the Philippines, and Mexico; one year as a visiting associate professor at Connecticut College; one year as a visiting associate professor at UW-Eau Claire; and two years as Director of Academic Programs for Future Generations, an international NGO based in Franklin, West Virginia.

Summary of Overall Experience: My undergraduate degree is in Biology and Writing from Northland College. I have a Master’s of Science in Sustainable Systems. I worked for a non-profit in Chicago for three years before buying a farm in Herbster and moving back to the north land.

Current Responsibilities: I currently run the Evening Degree program at Northland College, helping non-traditional students finish a bachelor’s degree in one of three majors: Management and Leadership, Health Care Administration, and Nursing.

I’m excited to work for Northland College and on the Workforce Investment Board to enhance our rural quality of life in northern Wisconsin through our human potential.

I bring this to the NWWIB from the private non-profit sector. Our center also deals with government funding and government contracts which allows me to bring the public sector to the NWWIB. My organization does industrial sub-contracting with various businesses and industries in the area which fosters our interest in economic development and work force trends

Summary of Overall Experience: I've been involved in workforce development research, policy development, implementation, and service delivery management for the past 30 years in both the private and public sectors.

Current Responsibilities: I currently supervise about two dozen field staff and three supervisors in 14 job centers located through out WDA-6 and WDA-7.

Background, including how you became involved with your organization/project and how you became involved with the NWWIB: After completing my Ph.D in public administration in workforce policy at Ohio State University I moved to Wisconsin to take a position as Senior Researcher with Mathematica Policy Research in Madison researching employment related policies and programs for federal, state, and private sector clients. I subsequently moved to a position in DWD to direct it's new research office. Subsequently I was promoted to the position of State Job Service Director. After several years in that position I saw an opportunity to move to "God's Country" in my present position, and with my wife taking early retirement, the move was an obvious choice. We've never regretted it. As the Wisconsin Job Service representative to the region, I am a designated member of the WIB and thoroughly enjoy participating and contributing where I can.
